sv_maxrate 20000 - The engine caps rate at 20000. Using values like 25000 is pure gimmick.

Are you using Windows to host your server? I think there's a bug within the Windows build where you can't turn down your cl_updaterate without causing lag. This bug is not present on the Linux build strangely.
May have something to do with pingboost, but not sure.
