config.cfg checker?

I would like to request the ability to check players config for scripts.

If it is possible.

Unpossible without a plugin running on client side. (Sourcemod is server side)

I thought there were ways of breaking scripts anyways, IE: disabling the wait command.

Not all scripts use the wait command

You can query a client for cvars using:
QueryClientConVar

Keep in mind, you have to give it the convar you wish to query from the client, meaning you can't obtain information without knowing what you want to know before hand.
