when I make like buying time to 0.1 minutes, after the map or server restart it restores to default 1.5 minutes.. and it is with all settings, what to do?

You have to save your configurations in server.cfg

but there is only the map time setting, none settings like "buy time" arent there... and the hostname isnt saving too, what can I do..?
