I use L4D Vote Manager 2. Just call a vote to restart map and type !passvote in chat or bind a key to sm_passvote to change all the votes to YES. Type !veto in chat or bind a key to sm_veto to change all the votes to NO.

Dont know mate, every single server in the world changes or restarts maps with simple changelevel cmd without probs or loosing anything

sv_restart 1
sv_restartround 1

EDIT: ups forgot that this is source i dont know if it will work on source, but its worth a try
