I haven't noticed that at all. The best way to test it would be to for their class the engineer and spawn a few on one team and only that team and see what they do. It's been working fine for me.
Strange, they rarely upgrade their teleporter, because I saw that Engineer bot's teleporter is still level 1. But sometimes they tried to upgrade their teleporter when his sentry and dispenser are near.
