that is not necessarily the case because it depends on a lot of factors like the map being played etc.
sv_maxrate "0" //or sv_maxrate 128000: if the server goes above "128.00" =>
this will cause updaterate to drop from 128 in such a scenario,
where - when sv_maxrate 0 - it would not but increase bandwidth consumption.
how long this drop remains depends on the situation (example an map event drop would last as long the map event is).
if it is constantly, then it is due to the amount of players and/or map, which would mean that 128000 is way to less,
which means in reverse that you have to higher sv_minrate.
but since your cpu is that strong, i assume that will not happen.
you should test all maps on a full server carefully,
then you could basically trim sv_maxrate/sv_minrate to that given value if sv_minupdaterate 128 never dropped to achieve your more servers.
because it makes no sense to lower the sv_minupdaterate, since players wouldn't benefit fully from 128 tick then.
