Did you check to make sure that the value was actually getting changed? Maybe you'll need to consider uninstalling and then re-installing Counter-Strike to make sure that you are starting on a clean slate. Make sure that you backup anything that you have that is custom that you want to keep.

Hey guys i wanna thank all for trying to help me you guys are amazing but what i just did was a i made a back up of my server reinstalled it and everything works good again it had to be old plugin froze it or something i do not know but thanks so much all
