For those looking for a takecontrol command you may be interested in [L4D & L4D2] Survivor Bot Takeover.
I did an edit allowing you to takeover alive survivor bots as well, but it's not random so you still can't always be the bot you'd like to be.

Maybe one day, when I have a lot more time I will expand to plugin into something more comprehensive. That will remember your bot when you switch and things like that. For now I'm just too busy with university work.

I will of course do as much as I can but right now I just don't know enough about SourceMod to do this properly.

Is it possible to limit the number of times each player can use the commands? like perhaps on every map they can spectate/afk only 3 times for example?

I know it is possible in console when you type "jointeam 2 louis" and louis is alive you will take over that bot.. in other ways, you may simply use a plugin that allows character change, or type "!join" again to switch between 2 bots

i cant get this to work, once i go spectator mode i cant join again noone of the command works, tried some other mods but same there just stuck in spectator mode...begining to think these mods are broke..pls help

In spectator mode you can't "say" things easily, you need to go into the console to do so.

If you mean joining the Infected team, of course it's not going to work as Valve prevented that issue to fix some bugs relating to cooperative gamemodes. If your game is L4D2 and want to join Infected, use versuscoop i.e map c1m1_hotel versuscoop.
