When the server is empty and I join it, the map ends and changes. How can I fix this?

This is intentional.. The server hybernats when nobody is on it, and then changes to the next map to strt a new game. It should not do it every time you rejoin however, only if it is hybernating and the map is actually over.

 - If nonzero, server will cycle to the next map if it has been empty on the current map for N seconds

set 600 sec (10 minutes) or more, let server change those maps when empty.
