I'm wondering if it's possible to host a Server with an Internet speed of
20mbps - Download Speed
0.70 mbps / 700.00 Kbps for Upload speed.

And
Is it possible to join your own server using the same PC where your Server is Located w/o lagging?

PC Specs:
4GB Ram, 5200 RPM HD and Dual core 2.00 Ghz

many threads are dealing about your topic, just use the right keywords.
also, you have good internet and configuration, to run a good HLDS.

  • yes. make your own HLDS: HLDS FAQs
  • you can run more than one in the same time.
you don't need a lag ?
  • it depends of your internet + don't donwnload/upload anything when the servers are running.
  • use sv_downloadurl (search tutorials in this forum)

Thanks for response sir. I really appreciate it. I'm kinda new in this "creating server" thing & I'm happy that there are still a lot of people that are willing to help here.

If you take ~6kByte/s (48 kbit/s) into account per player (although this depends on the rates), you can easily calculate how many concurrent players you are able to handle with your upload capacity.

anyway I found the calculator for the computation of rates is it still reliable?

I've never used it, but considering the fact that many people use it, it should be somewhat reliable. I suppose it's the easiest way to come close to what's best for your situation.
