I have the same problem, we have 5 servers running on sourcebans, only server 1 updates on map change, the other 4 only update on a server restart.
This is using the latest sourcemod 1.0.3 and sourcebans r100.
Apart from that everything is working perfectly, although timed bans seem to be delayed, ie ban for 5 mins and they cant rejoin for on that server for 15mins ish

It is not loading admins on five of my six servers and showing 0 admins, but on the Sourcebans Web Panel I have 15 admins. The 15 admins load OK on the first of my six servers only. I have checked the database.cfg for each server and they all have the correct settings in, with IP and Port and Server ID etc etc.

In your Sourcebans.cfg in addons/sourcemod/configs/sourcebans/sourcebans.cfg
Does your serverid look like this

// This is the ID of this server (Check in the admin panel -> servers to find the ID of this server)
"ServerID" "2"

or have you got a - sign infront, if you have try removing it
