i have changed my steam to non steam id but still i cant vote ban or kick player .... corrected all things now is there any plugin for voting???

So you were "STEAM" and than you went "NON-STEAM"(which is not supported here) and again you cant do "voteban",is that your server or its just a random server,if its yours check flags in users.ini,if its a random server you cant use a plugin.
