Exolent, about your idea.. I made 3 servers to test it, the only question, is about that menu (When you enter these places, a menu will pop up asking if you'd like to switch and if so, you are redirected to the corresponding server.)

How to make it? thanks

the menu and the redirect is easy, yes.. but how to detect if the player is in the place ?

I could take a look at walkguard plugin, it would better use admin menu where you can select the place and save it to a file

Save their data ( such as server, location ) using SQL.

Mayby you make one test server to classic zombie plague witch no extra items no zombie class ( only default zombie classes ) and all old classic maps ( i have all maps what was running in 2007-2010 )

Anyway, i see it will be best idea, no zombie servers anymore where to play ( all server got so many plugins and stuff its just not good. )

Almost forgot one thing: i can help you to build up this server ( just in case, if you want help )
