i start it using this cmd :

./hlds_run -console -game cstrike -maxplayers 16 +map de_dust2 +port 27015

But I can not connect

You are correct. Disabling the firewall complete is a really bad idea. Only the required ports should be opened.

i open port tcp/udp in firewall i can connect now and i have good ping (75ms) but there lag in server ?
