I don't really have much experience with L4D and so I am not entirely sure how to replicate the issue you are facing or what console variables might be relevant have you tried these:

That what you are experiencing is that if a team has no player or something along those lines after a period of time the server might shutdown or restart itself because I guess it's more Peer-Peer style and maybe Valve didn't want dormant servers lingering but I have no idea.
