Yes I was wondering what program I would use to edit a plugin so I could make some changes to it to match with my server and my needs.

Also I've been trying to find out how to make a special MOTD where people could type /rules and a a screen will appear like the motd and I could have the rules on it. Could anyone help me with that.

Everytime I open it in note pad I get wierd codes like this:

So what else could I use.

You have to open the .sma file. The .amxx file is compiled and can not be "opened".

Alright then, Do you know how to make seperate MOTDs and you type in a command like /rules or /maps and a little motd appears with the rules listing.

Yes. You can edit pre-made plugins to do this.
