I have the same problem.
Using Team Fortress 2 Dedicated Server, Windows XP SP3 32bit
SourceMod: 1.2.3
Metamod:Source: 1.7.1
Exe Version: 1.0.6.7 (tf)
Exe build: 106:17 Aug 31 2009 (3950) (440)

All default VALVe maps work just fine but none of the customs work.

CModelLoader::Map_IsValid: No such map 'tr_walkway_rc'
CModelLoader::Map_IsValid: No such map 'ctf_bball2'
CModelLoader::Map_IsValid: No such map 'pl_frontier'

etc.

The name you put in your mapcycle.txt does not match up with the actual map name. Make sure you typed it 100% correctly.

EDIT: I tried running the server without any plugins and wouthout sourcemod, but it didn't help at all.
I get it, the solution is to reinstall the dedicated server, but what caused the problem?

So you fixed the problem? If not, the map might be corrupt and you should try redownloading it.

Installing a fresh dedicated server did not fix my problem!
It's definitely not a problem in my typing skills or corrupt maps, because I tried the same maps on my listen server and they work just fine. I also tried like 20 maps just to make sure, but the result is the same: I cannot load a custom map, except the ones listed in mapcycle.txt. But even if I add the map to mapcycle/maplist the problem persists.

Are you sure the map is for that game?

Yes, I am 110% sure the 20 Team Fortress 2 maps I tested are for the Team Fortress 2 server I am using.

Since i could not find a good sollution, in the end i had this problem too, turns out that there was a "optional" update for the tf2 server. Ran that update and it worked again (dont know if that helps, but at least google can find it now)
