Doesn't use more cpu one than other, just with read_file you do one call to the native for every readed line. With the another method, you do 2 calls (feof and fgets).

Internally is the same process.
What happens is t hat fgets (pawn) is more "heavy" than fgets (C).
The differences are unnoticeable, except that you do for long archives with millions of lines.

If that was true then there would be no reason to even have those functions. Anyways, don't take my word for it. I don't really know the code behind the functions. I will never use read_file(). That's all.

I can't make thist plugin to work

I don't know why but it only say's "This server doesn't have admins in users.ini".

I have added an example account given.
"Coool" "password" "abcdefghijklmnopqrstu" "ab" "allprivate".
What is the problem ?
I'm using this for counter-strike 1.6 server

I have one idea. Will probably add an option which to ignore certain flags which will be specified?

For example it would be required for this purpose that the VIP users weren't displayed in the list of admins. Or users the changes which have bought for example a flag for change map.
