for MySQL, you have to have access to a MySQL server first. if you do, you should have connection details like ip/host, port, user, pw, db name

for SQLite, you can simply use "storage-local" as every sourcemod installation has one by default

you are using an ancient version of mysql that doesnt support utf8mb4.

either use sqlite, or upgrade your mysql server, or remove charset part from database.sp and recompile

you did something wrong. there is no chance that what you experienced is a bug with this plugin.

either start over and do things properly, or pay someone with experience to do it for you.
