For TF2 the teams autoscramble can be turned off. Put this in your server.cfg
mp_scrambleteams_auto 0

For the other I have no idea, other than possibly tf2items extension. Which is in the extensions forum.

Its not the auto scrambled, I still want the auto scrambled, but say I dont want be scrambled as an admin, or pirivilged player, how do I prevent that from happing

found it, the Team balance one
