Short and simple... announces the time on the hour.

(yes I know, this picture is not on the hour )

You can uncomment USE_24_HOURS to use a 24-hour clock.

I would have created a method to let you specify various times to announce, but I'm too lazy to do that for such a simple plugin, plus it's not hard to add them yourself.

- Added support for speaking the time if "amx_time_voice" is set. (note that speaking the time by saying "thetime" is already handled by the timeleft.amx plugin)
- Fixed a few small problems.

Well, when does it announce the time? I think its hourley, cause when my server hit 12:00, an annoucement say'd The time is, 12:00 P.M. It also seems to do it with thetime thing.
