setnextmap with admin menu ?

I'd like a menu system where admins can elect to set the next map and then be taken to a menu tab which shows a list of available maps.

Can this be acheived without installing a 3rd party plugin?

Not currently. After I finish some more features for SM 1.0, I plan to completely redo all of SM's map-related commands and votes. This will be included in that.
