you have probably need to give your public ip to your friends not the internal ip from the router.

example; internal ip is 192.168.xx.2 than you need to add to your startline 192.168.xx.2:27015

enable port and the ip in your router settings en maybe in your firewall.

Yeah, i know what's internal and external ip, but don't know if the problem is router's or config's.
Gonna test with that startup commands and reply if failed.
Edit: Nope, didn't work, i'm starting to get frustrated.

you can login your modem? if you have router you need to add internal ip open in your modem.

If you have only modem; login to there with the ip of your network. Select administration or lan than you will see like port forwarding.

You need to put your device ip where you run the server and than type port (27015) and than select a game type. For csgo just select Counter Strike and than save. Should work.

For your modem ip just run cmd and than ipconfig.

Yeah, did that several times, my internal pc's IP is 192.168.1.33, and opened ports TCP/UDP for the internal ip but nothing happenned.
By the other hand, have read from somewhere that i can't make public a server with the same account where i have the CS:GO client, is this true?

You have to start the server BEFORE you start your game client.

TBH. Just dont host on the same machine.

No it is possible but what Neurotoxin said is right. You need first start the server than your client. And remove clientport 27015 from the command start line.
