I suggest a plugin that lock specific commands for example
The command will be

register_concmd("amx_lock", "commandlocker", ADMIN_RCON)
register_concmd("amx_unlock", "commandunlocker", ADMIN_RCON)
Example from the command

Discription :
This command will be allowed for ADMIN_RCON Only, They can lock specific commands, the locked command will be stored in .ini file until some user unlock it by amx_unlock because somehow It's good plugin If there are rcon admin doesn't want a normal admin changes the map or vote for another map while he's in the server.
