I was wondering if it would be possible to make a plugin that when a player with a certain steam id joined the server it would only send that individual so many packets and basically make the game laggy and unplayable for them or anything the server could do to make their game unplayable.

it would also need a file to enter steam ids.

People can always be banned, but the forums turn into cry fests when certain people get banned. this would be much easier.
