I have problem on my server, my server is 24/7 FULL, when people "spam" to join, server bans them for couple minutes, how to change that and where is that ?!

What does that even mean? If you have a plugin that is banning people that you don't want banned, you need to remove that plugin or configure it to not do it.

something doesn`t make sense, if you say your server is full and people is spamming the join option, unless they actually join the server, you server can`t ban them, maybe its your providers firewall banning people trying to send connect to that ip too many times and get banned their ip for 5 minutes or more
