You still need to specify a program if you are going to give a suggestion like this. It is not a universal feature. I press it in Notepad, it is like I pressed tab. I press it in Dreamweaver CS6 in Code View, it adds the tag <em> to the code. I press it in Microsoft Word, it toggles Italics.

Yeah, not the same function in all programs, CTRL + I maybe delete all your files in notepad++, who knows?
