JailBreak Arrest

Description:

Jailbreak Arrest is my first public plugin for jailbreak mod.
When the round guards receive handcuffs for use you must point and write a prisoner / arrest. usable 1 time per round.
It is easy to use a key bind.

exemple: bind "key" "arrest" or bind "key" "stop"

Commands:
Point a prisonner and say /arrest or /stop if you have a handcuffs.

Cvar:
Turn on/off plugins.
jail_handcuffs_on: 1/0 (default: 1)

Turn max hancuffs per round.
jail_max_handcuffs: (default: 1)

Turn distance between prisonner and guard
jail_distance_handcuffs (default:150)

Delay for respawn terrorist into jail
jail_delay_respawn (default: 4seconds)

You should add a distance checker. Real police officers can't throw handcuffs around a person's hand. Make the distance requirement like 200 units or something.

Sounds are hardcoded, i think it's against rule.
For sure it's not a hard rule, but considering that some servers on some countries may want to use their own sound, you should make the sound customizable via .ini or .cfg file.
