The same reason you made that fake motd sslice :p

It think it would allow for a reserved slots system that redirects if a player enters a reserved slot.

it allows a plugin (or the client) to create an effect "in front of" the client, basically within their field of view. For example: You know how when in water in HL2 or even sometimes CSS you sort of get a "wavey" impression? Well that's actually due to one of those. This will allow plugin developers to create nifty effects...

Is this something on the SDK side (i.e. Valve would only be able to change it in CS:S and their other mods), or Engine side?

This is engine side AFAIK. One thing I'm not sure about is if they will actually fix the MOTD exploit.
