[Solved] [CS:GO] Don't allow unbalanced teams?!

I run a 5vs5 community competitive server and a lot of the time the teams become unbalanced so people make it 3 vs 1, 4 vs 2, etc. Is there someway I can force players to select the team with less players to make it balanced?! I already have

This will force it so 1 team can only have 1 more player than the other.

Thanks, I had mistakenly set it to 0 and I couldn't figure out why people were able to go for example 12 vs 3 on my community server lol.
