I'm leaning way more to VSP rather than a MM:S.

Unless they have recompiled Metamod so that the meta command is removed then its VSP. Or if you really want to think deep they may be running metamod and sourcemod and also removed the sm command too.

I have heard rumors they run a custom version of SMAC which would be impossible without sourcemod.
