MCE works without changes simply because it uses the same sm_mapvote command as the stock MapChooser does (for compatibility reasons).

However, to work with UMC, you'd need to have the umc-votecommand module loaded and then modify cfg/sourcemod/gungame/[game]/gungame.mapvote.cfg to contain this:

sm_umc_mapvote 2

You can use mysql database, you should configure you mysql connection in sourcemod/configs/databases.cfg , connection name should be "gungame"

Unfortunetly there is no such script out of the box.
If you know php you can make simple script in one day.
If you dont know php, you can pay someone to make this job for you.
