[CS:GO]All movement commands stop working? In server

Hi
So I help run a csgo surf server. I've been messing around with optimizing the server into what our vision for it is. Recently this error has been plaguing our server rendering it unplayable.

There is a time when you first spawn where you can move/surf. Then after a set amount of movement(?) all movement controls stop working. Like no mouse looking, and wasd don't work, can't jump, and cant crouch. Although there is still binds that work like different weapons and switching teams.
It fixes after you die (aka kill in console) but stops working again after the movement(?)
This is just my hypothesis as I have no clue why the server does this.
There's no errors in the logs and all my plugins seem to be working fine.

Does everyone experience this on the server at the same time?

Does this happen on every map?

Please provide sm plugins list.

Try disabling plugin #30

#13 is not necessary also.
