I still don't understand what you want. If your server is up to date, it will be added to Steam server list.

There is no need to have a different master server. I'm not even sure that Steam supports it. If Steam doesn't support alternate master servers then we don't either.

example. Etrail hosting has masterserver with only their servers.
So I want to have masterserver only with my server.

What you want is a little bit hack on the client.

The only Master Server for GoldSrc is hl1master.steampowered.com (2 physical servers, but only 1 URL)

All the other ones you see are not supported by Valve. If by chance you figure out how to create your own, you are on your own for support.

i guess nope there was update, fix me if im not right,

Also for your information sv_region server var was removed, currently using 6004 build, theres also broken cvar setmaster, i guess it will be also removed, the server registers auto into master servers, no need to edit something anymore or etc.

as Steam/config/MasterServer2.vdf shows Client masters

I guess you didn't understand me then. I said that there were 2 physical servers (ie, 2 different IP addresses). If you do a dig on the URL, you will find that it has 2 A Records, each pointing to the IPs you show
