As first, hi everyone!

I am trying to set up a Counter-Strike 1.6 Dedicated Server, but with no luck... I'm stuck at the final step! - Connecting to the server.

Ok, let me explain everything what's going on...

Basic Informations:

HLDS Version: 4.1.1.1
OS Version: Microsoft Windows 7 Ultimate x86
Router: No
Internet Connection: Cable

- I've set up the whole server with plugins n stuff, everything is really nice and ready to play...

The thing:

- When I start the server, it's all the way it should be... It shows the server uptime, and everything... Now, when I copy the IP adress which I can see on the HLDS GUI (xx.xx.xxx.xxx:27015), and paste it into my CS client (adding a new server to favorites), it just says "Server not responding". The same in LAN Tab. It only works if i enter this way: 127.0.0.1:27015, but since it's a local ip, the only one who can access the server is me. Friends tried to connect with the external IP as well, they get the same message (Server not responding). I've checked the IP as well, on whatismyip.com, and it's the same as the HLDS GUI's.
- Windows Firewall is completely disabled (Service Stopped & Disabled).
- No antivirus or other firewall or any kind of protection software is installed. (I had Norton Internet Security 2011 before, but I reinstalled my whole operation system since I thought it will work, but no luck...I had Win 7 x64 previously, now I have x86, but still no changes).
I don't have router, only a modem, but the port is open for sure, I can confirm that by 2 ways:

1st:

I have one more PC connected to the same network (through switch), it has Windows XP Service Pack 2, exactly the same HLDS (100% copy of the HLDS folder I have on my Win7 PC) and from there the server works like a charm...Everyone can connect to it...But since that PC is way too old, it's very laggy when people connect to it, so I need to host from Win7 PC.

2nd:

This is taken on my primary (win7) PC:



So port is fine, it's open.
P.S: I'm running an apache/php + mysql server from this PC, and people can access it through the same IP HLDS gives me, so it's a public IP...
P.S2: Tried the hlds.exe from the CS client folder, same problem with that one as well...

Please help me guys, I really don't know what do to... I've tried to run hlds.exe in Windows XP Comatibility mode as well...

I would really appreciate your help...

Are you running the HLDS from steam itself or are you using hldsupdatetool?

You write you do not have a router? Are your computer directly connected to the modem? And what modem are you using?

Check the firewall.

Yes I don't have a router, and yes, modem is directly connected to my PC. Modem...I'll tell you as soon as I get home, but why u ask which one it is? Since I mentioned the whole stuff works fine on my other pc, which is on the same model through switch. Just wondering...

The reason why I am asking is that sometimes you need to setup a virtual server too before it will work correctly.

I have a D-link router in front of my modem, and I had to make both port forward and virtual server, else people outside wouldn't be able to see my server.

Try using the latest (Steam) version of the client ;)
