You can add a line to you conmotd.txt file.

Its located here..\dedicated server\cstrike\addons\amxmodx\configs\conmotd .txt

although thats totally useless in steam since no one will really see it, unless you have the amxmodx welcome message plugin enabled.

You should edit the motd.txt and do it, or edit the amx.cfg and find the imessage lines and edit or add one to say w/e you want.
