How many Slots are you trying to run, you wont get away with hosting alot of slots with that upload speed, and you will suffer lag unless your hosting very few slots and I mean very very few slots with correct rates and running like no amxx plugins at all.

Processor and RAM could be better as well. Are you playing on the server you are hosting as well?

Upload speed, lack of RAM, Slow processor are all probably causing lag. XP isn't going to make a ton of difference.

I wasn't super clear on my last question. I meant, do you host the server on the same PC that you are playing CS from?

Your upload speed is too low (37Kbit/s is about 4.625kb/s which is very slow speed)

Only Suggestion I can really put forward is to rent a server from a GSP.

What country are you in , there fairly cheap if your in the USA, but down here in Australia Bandwith costs are ridiculous so renting a server costs more. I work for an Australian GSP.

If your in America its not really gonna cost you alot to host a HLDS server through a GSP
