you should open up the installer (if thats what it is) and point it to your...
(usually)
Listen Server:
C:\Program Files\Steam\SteamApps\your e-mail\counter-strike

Deticated Server:
C:\Program Files\Steam\SteamApps\your e-mail\dedicated server

and extract everything there, it should go into the right places
