hello someone knows how to make it, spawn tank, anywhere I want!

I suppose one way that this could be done is similar to Silvers' Footlocker, Gun Cabinet, Holdout, etc. plugins. Once a Tank spawns, have the plugin teleport the Tank to one of the saved positions (preferably whichever one survivors are currently the closest to).

Save position to a config file > Hook player_spawn to detect when a Tank spawns (don't use tank_spawn since it fires multiple times per Tank) > Teleport Tank to saved position based on the distance between the position and the survivors' location.

Unfortunately, I don't have time to do this and someone probably has a better way of making this happen.
