Some players are getting kicked more frequently than others. Would it be possible to check and see if the player has been kicked in the past map or so?

Random is random I am afraid. :/

I can maybe add in URandomInt from SM 1.3, might make things more "random".

I still think the best method to use is Last Connection. It just makes sense that the last person in would be the first person kicked.

I set it to spectator then longest playing person... the longest playing person can sometimes be 10 minutes...

- Made use of GetURandomFloat for random mode.
- Improved logging code.

Sometimes this doesnt seem to work for some people...

They get server is full and in Sourcebans they are added along with everything else ingame working.

It's happening to us when some other players are downloading the map or in the process of being connect.

This only works with regular admin files without issues, this is a limit of CBaseServer Tools, because of how fast it has to check, it can't wait for an SQL thread. Also, your clients MAY be trying to connect when your server is full of reserve slot clients (or however you have the plugin setup to keep people on the server).

I recommend running full debug logs so you can see what's happening, if there's an issue just holla and I'll fix it, as long as it's not the SQL issue, of course, not much I can do about that!

edit: sorry for all the edits, hah, just trying to make sure I've got your issue right

This is probably due to a really old version, are you using the latest version? The "revolving door" issue was in 0.3 I think. If that's your issue, sorry, I am unsure as to what your problem is via your post!
