Having trouble with a plugin for Counter-Strike. Please help

Here's where i got the plugin:

I'm not an expert on computers, so I followed what the ".doc" section said on the home screen of the AMX mod X website.
These were the instructions:
1. Follow any directions the plugin author has given you. If the plugin requires extra steps or special files, make sure you have them in the proper place and order.
2. If you are given a .sma source file, you must compile it (which I did).
3. Place the plugin's .amxx file in the addons\amxmodx\plugins folder.
4. Add the plugin's name to addons\configs\plugins.ini. Example:
myplugin.amxx
5. Restart the server or change maps.

My problem is that when I make a server with Akimbots and type amx_nvx_3rdperson Miggie in the console, it says. "Unknown command."
And when I looked under Troubleshooting for plugins, there's nothing about the "Unknown command" thing.

I don't understand why it doesn't work! I followed those instructions.

Type amx_plugins in the console of the server and see if the plugin is running. If it is, put debug after the plugin in the ini file. It will tell you if there is an error with the plugin.

I would double check your version of AMXX also. I ended up getting an old version where some plugins didn't work.

I have version 1.60, but i believe there's a v1.61.
The post that I got this plugin from was there for quite awhile.
Anyway, I'll go try the things you guys suggested.

I have just tried the plugin ingame and it still says, "Unknown command." I have also put the "debug" at the end of the plugin in the plugin.ini file:
nvx_3rdperson.amxx debug

Then I made a new game and tried it (amx_nvx_3rdperson Miggie).
What does the "debug" at the end of the plugin do? Can i go back into the game and try it, because that's what I did.

Still don't understand why it won't work.

Heh, sorry, i forgot to type the amx_plugins into the ingame console. It says that there is 20/20 running, but i searched the list and didn't find nvx_3rdperson.amxx!

goto you amxmodx/configs/plugins.ini and add a line containing

nvx_3rdperson.amxx

Does it run with Counter-Strike or whatever mod your using? Should double check.

Does the plugin run with CS? It says right on the page:
