No support are provided for people using non-steam and it's not very welcome here. Anyway if not present you have to create it yourself.

heres a step by step guide

go in cstrike folder
press and hold CONTROL + A
RELEASE
then press the "DELETE" button

and there it is

Shift + delete, then enter -- enter very quickly.
