I say delete the Others section.
The only contributive members from the Others section can speak English and whatever language that allows them to communicate in the Others section.
Example 1: fezh speaks Spanish, but is also quite fluent in English.
Example 2: xPaw speaks Russian, but can still speak understandable English.
I could go on about the numerous other bilingual/multilingual users of this forum, but there's no need.

Remember that the fact that they are fluent in english can be what makes you able to know that they are contributive and the reason for you to not recognize contributive members that are not fluent in english.
