[NEW] Rope/Hook for VIPs only*

Hi.

Can somebody made me simple rope/hook plugin?

But i want this plugin with some different things, not default.

1. Rope is only for VIPS.(with access ADMIN_LEVEL_H)
2. Rope is with team colors
3. Got a command /rope then if member not a VIP, he got message (You are not a VIP Member for use this command)

Sorry 4 my bad eng, i really hope if someone else can help me, thanks a lot before.
