How is it possible to set user name without calling client_cmd since i blocked it?
There isn't any functions to do so, i searched at funcwiki.

Maybe set_user_info (id, "name", name, 31)

solved. got better solution.
got user name, stored it, executed client_cmd and then BLOCKED name change for id user.

How is that better? Afaik if the user does a Alias on "name" the client_cmd won't work anymore.
