I want to buy a CSGO server and the host in case offers me this

Option 1:
DDoS protection: 480 Gbps
Processor Xeon: E5-1650v2
Base frequency: 3.5 Ghz
Turbo frequency: 3.9 Ghz
Price: 10.99€

Option 2:
DDoS protection: 480 Gbps + L7
Processor: i7-4790K
Base frequency: 4.0 Ghz
Turbo frequency: 4.4 Ghz
Price: 20.99€

Does it worths paying more 10€ or the option 1 is already fine? (It will be a modified server, very likely will require some considerable cpu consume)

yeah you need a fuckton of cpu time for csgo
depends on how many players you wanna handle, I'd suggest the second one
