A doubt which uses more Mysql or SQlite cpu with localhost on a csgo server

...depends, do you have how much data and how often you use sql queries.

And if you have bad coded SourceMod plugin what use sql database, it affect in a lot in SRCDS, give lag and delays.
Especially when update data in "real time".

if you have ssd, sqlite provide you better performance, but if you don't have ssd i suggest you to use mysql.
and you can read this article : http://www.sqlite.org/whentouse.html

by the way i never suggest run mysql with your csgo servers, run it on a remote server.
