Oh thanks for reminding, I noticed linux is super faster than windows. I'm using ESXi to host Debian 10 and Windows 10, both are same hardware(E5 2690@32G RAM/250G SSD) and game files(250+plugins/50+custom campaigns), on debian it only use <7s to startup, but windows >15s, I don't know why.

EDIT: Fixed by extracting files from vpks to game folder.

Thanks Crasher, thing was I went back in after I posted and it no longer erred oddly enuf. The only variable I adjusted was "lmc_thirdpersontime "0.0"" initially changing to 0.7, then back to 0.0 then 1.0.
