Is it possible to disable the blur overlay? We'd like to have our (sourcemod-based) map votes at the end of the match but the vote menu is drawn underneath the blur.

I tested on Ubuntu, through Windows10 Terminal.
Seems both, csgo end match map vote and choreographed_scene will be blocked.

new gamedata in first post (not in zip file).
Seems Windows got broken, Linux not change at all.

Try test, would it work.

Gamedata file updated, twice.
So if you took file like 30 minutes ago, download again.

I looked for both Windows and Linux. And tested.

Seems on Windows, game doesn't like when plugin hook end of match "choreographed scene".
It disable it what ever setting you use in cvar. I need look that later.

If you want that part work on Windows, look this stripped plugin.
