the restriction is ADMFLAG_CONFIG, this should be enough.

yes it's possible,
but is this really better then under server? i don't know but my oppinion is no, but if there are more people who wanna see it in the main menu i would change it.

You're probably right. Its only because I have already added a seperate menu to handle various plugin commands that it would make more sense for me.
